You can use the "More / Resume" context menu item, but a sure-fire fix is to restart your PC.

Do you have any suggestions for optimal settings specifically for machines with multi-core CPUs, 8 cores or more? I'm using Ryzen and want to get the most out of it while keeping the system cool.

Try restarting Steam completely or rebooting your PC — SteamWebHelper should restart automatically.
