Title: [ACCEPTED] changing option 'manage processes of all users" cause PL to be hinden

when you make a change of this option, PL will not show in tray anymore and you can't bring up PL GUI, you have to close PL in task manger and reopen it .
This only happens going from all users to not . when you go from 1 user to all it works, there no restart of PL GUI .

This is something I'll address in a 7.8 minor update prior to v8.0. It's on the list.
