Just wanted to know if Parkcontrol can be used to set the cores and then be turn off (not run every time you want the cores to do as they should)?

No need, it is just a tools to set the hidden config inside the Power Plans.
Until you changed the Power Plans, then it will be always applied. :)

One other thing, if you do have it running with icon in system tray it will visually show you the changes when parked and unparked happen, but yes for power plan once set it stays.

Yup, for this function, you did need it to run to work. ;D
And you never know what things may come to ParkControl in the future, so we recommend leaving it installed. After all, it's a tiny little application that has a swift updater (for Pro licensees).
In summary:
- After changing power plan configurations, you don't need to keep ParkControl installed
- But it's tiny, and has nice visualizations of core parking activity in the system tray and primary window
- It has a swift single-click updater that will let you easily migrate to new versions with even cooler features coming in the future
