It would seem in last few win10 builds (1803/1809) that the registry is not getting backed up even though task manager reports it completed ok.
You can check this path "C:\Windows\System32\config\RegBack", most likely it will be empty.
Hopefully, this will be fixed soon.
Sad. Windows 10 has been declining in reliability. Microsoft doesn't seem to be caring much about the future of Windows.
