Is Google Chrome on a default exclusion list? I put Google Chrome on a Pro Balance exclusion list, and then took it off. When i ran it later it was still showing an x in the rules column. A check mark was also there next to "enable process restraint.

Yes. Google Chrome manages its own priorities. It is unique in the Windows world. It forks its own process (creates a new instance) for each tab you have open. When a tab is not visible, it lowers that tab's priority. This is very much like ProBalance. In other words, Google Chrome has ProBalance built in ;). Therefore, it is excluded by default.
