Parkcontrol problems with Windows 11 23h2

I have problems because when i have changed core parking in parkcontrol this comeback after reboot to 11 % dc i ac parking. after this also change E-cork performance of power core in power managment.
any idea what is wrong.
i check this for all my profiles of power.

You may have some power management software installed by the OEM that is resetting the power modes. What brand of PC is this?
