Bitsum ParkControl safe or nah?

So, I've always wanted to try and get more fps on my system. I've known about ParkControl for a while now but I've always been skeptical. I don't know if it's a virus or not. I don't know if it will harm my CPU. Can somebody help me and tell me more about this?
