[3.27 beta 9] Process Governor installed as service.

When process governor is installed as service whether as a system service or run as another user,  some Probalance functions do not work.
The balloon tip does not work also.
Exclude foreground processes, Boost foreground priority etc.

These happen on Windows Vista. Tested on 2 laptops. Business and Ultimate edition. Same result.
But these functions still work on Windows XP when installed as service.

Thanks for the report. The problem is with the inter-process communication between the service and the GUI in Vista. This is something I'm aware of and am working on.
