Intel laptops have P-Cores and E-cores and E-cores is supposed to be more power efficient.

Is there any way to automatically have all processes move only to E-cores when a laptop is running in battery eco mode?

Intel provides tools like the Intel Extreme Tuning Utility (XTU) and Intel Performance Maximizer that allow users to manage core utilization. While these tools are primarily aimed at performance tuning, they may provide options to configure core usage based on power profiles.
