Active Process is showing there are Rules for that process, while it is not

Active Process is showing there are Rules for that processes, while it is not, I don't set any rules for that processes.
I wonder how can I reproduce this bug, as it is happen randomly...

You can see in the attach image, which showing the process is having some rules, but it is not.
Who want to set rules for a Paint!?
Except Paint is multi-thread.

Why there are empty on the upper left corner, for the first attach image?
