Process Lasso Pro stuttering, slowdowns and microfreezes

The issue:
Since today, out of nowhere, Process Lasso started to lag horribly.
Its like it takes up to 3 seconds to open menus, change options, etc..
This seems to affect also EXPLORER.

Weirdly, there is no rule affecting Explorer. I have changed nothing.

Infact, this problem started when Process Lasso was visible on one my screens and Metro Exodus was minimized in the other.
further reboots yielded no changes. Same stuttering.
I then proceeded to  reset configurations to default. Same issue.
Stopping the Process Lasso CORE process yields no changes, the GUI is still sluggish.
This does not affect other apps like Chrome, or Firefox or Thunderbird.
It does affect METRO EXODUS somehow (one large freeze every 3 seconds).
Process Lasso itself detects no stuttering, no changes in responsiveness.

Now the wierd part, after resetting and restarting the program. The program still did show some fixed affinities set despite them not visible in the fixed affinities list.


Information:

Process Lasso Pro: Version 9.3.0.44 x64  (used 9.2.X.X before and updated today, same issue).
Windows:  Windows 10   10.0.18362.356 X64

Disregard this issue. I uninstalled the whole thing completely, removed the directory and then reinstalled.
Working now back to what it was.
No idea what caused this issue and why it conflicted with METRO EXODUS. or if it was something else.

That is very odd, w/o the governor running no rules will happen, Did you reboot the system with the affinity issue?

Yes I rebooted on uninstall, and on reinstall.
So I think something got corrupted somewhere. No idea if this was the latest Windows patch or what.
That is the last thing I remember being installed or upgraded on my system.

Also, Note that Process Lasso seems to clash with Metro Exodus's own core management. Any changes in the affinity of Metro, it will cause severe random freezes. Removing the affinity changes resolves the issues.
This is the only game I've ever seen that does this.

Yes, lately some apps are forcing certain policy so that you can't alter anything with the process.
Not sure why they force/lockout an affinity value.
