Hey, i don't know if it's normal or it's a bug, but for some reason when I set Parking DC to 100% apply it, close and open parkcontrol, it's back to 10% ...

Few things to check, first make sure the power plan is active if you want it to be enabled.
Sounds like your editing a non-active power plan.

To make active click the blue hyper link next to drop-down power plans at the top "Make active"

 It's working here, settings are not lost for edited power plans.

How many power plans exist on this system? Is it a desktop or laptop? I assume laptop since you are concerned with DC.

In some cases, power plans are locked down by the OEM, so some or all settings can't be adjusted. Alternatively, there is other power management software on the PC that could be changing the settings back. In either case, the reversion isn't inappropriate. You generally want parking to be enabled on DC (battery).
