Will the default settings, straight out of the box, be sufficient?
I'm trying out process lasso on a RDS 2012 R2 server, we are having problems with high cpu spikes caused by Google Chrome sessions and unfortunately microsoft stripped the build in tool to manage/limit cpu resource, so have been looking for an alternative, process lasso seems to fit the bill.
I was impressed by running the pro balance demo on my laptop and iq test free to see the same results on a remote desktop server.

It is strange that you can't achieve close to the same results that you had when disabling E-cores at the BIOS level, but as you mentioned, Windows thread scheduling on these platforms is a mess.
What power plan (or mode) are you in? If not already, switch to a high performance plan to help dissuade Windows from making use of the E-cores. You can use ParkControl to check the heterogenous scheduling settings for the power plan.
